Museum regulations

The Museum of Sacred Art (from now on called "museum") is organized and operates according to the norms of the present regulation, according to the technical-scientific criteria and the standards regulated by the D.M: 10 May 2001, according to the Code of Cultural Heritage and Landscape D.Lgs. 42/2004 and according to the national and regional regulations in force.

Art.2 - Purposes and functions

The Museum is a permanent non-profit institution, at the service of the community, open to the public, whose primary task is to: preserve, conserve, safeguard, enhance and promote the study and knowledge of its collections. 

The Museum, in carrying out its functions, ensures the preservation, ordering, exhibition, study, knowledge and public use, through various and specific activities.

In particular, the Museum guarantees:

  • The inalienability of the works, except in exceptional cases that justify the alienation and / or temporary transfer of assets, in full compliance with the rules of protection in force;
  • Preserves the integrity of all goods delivered and however placed under its responsibility ensuring the conservation, maintenance and restoration;
  • It takes care of the permanent inventory and cataloguing of the assets, as well as their photographic documentation, according to the criteria identified by the Ministry for Cultural Assets and Activities and adopted by the Region;
  • Develops, starting from the collections, the study, research, documentation and information;
  • It organizes temporary exhibitions, meetings, seminars, conventions, refresher courses; 
  • Participates in initiatives promoted by other public and private entities with the loan of works;
  •  It carries out educational and didactic activities;
  • It oversees the production of scientific and informative publications;
  • It promotes the enhancement of the museum and its collections;
  • It compares, connects and collaborates with similar institutions and bodies on a local, national and international level;

Within the scope of its responsibilities, the Museum:

  • The Museum, in its scientific autonomy, establishes and fosters relationships of collaboration with public and private organizations, national and international universities, research centers and cultural associations, for the planning and realization of studies, research, exhibitions, with particular regard to the local authorities and their institutions; 
  • It promotes the exchange of works and competences with other museums;
  • It establishes a continuous collaboration with schools of every order and degree for the development of joint projects aimed at the diffusion of artistic expressions of religious culture;
  • Stimulates the creation of associations of "friends of the museum" to promote the participation and enjoyment of citizens in the activities of the museum; for the same purpose it establishes forms of collaboration with organizations of the "third sector" (social cooperatives, volunteer associations).
  • The Museum takes care of the quality of the services it offers by continually revising its Service Charter, inspired by and respecting European, national and regional standards.

Art. 3 – Management Principles

In accordance with the criteria of efficiency, efficacy and cost-effectiveness, the Museum owner can directly manage the Museum with its own personnel, or entrust its management (partial or total) to external subjects, public or private, through special agreements. In any case, adequate control of quality standards is assured.

The Museum is managed in compliance with the programs and the guidelines established by the owners and by the bodies mentioned in points 4 and 5 below, taking into account, in particular, the tourist-cultural activities concerning the historical village of Certaldo Alto. 

Art. 4 - Organization and human resources

The organization of the facility requires that the following core functions be adequately and continuously provided:

  • Menagement 
  • Conservation and care of the works and the museum heritage;
  • Educational and didactic services;
  • Vigilance, custody and reception;
  • Administrative functions;
  • Technical functions

The Museum is guaranteed a stable supply of staff with appropriate skills and in adequate quantities, without prejudice to the possibility of providing services, even partially, through external public or private entities, including voluntary associations, by means of special agreements and/or service contracts.

The professional profiles, the access requirements and the selection procedures for internal staff are established in accordance with the museum standards provided for by the regulations in force and must be guaranteed even when services are outsourced.

Per svolgere compiutamente le sue funzioni il Museo può avvalersi anche di giovani del Servizio Civile Volontario Nazionale e/o di stagisti e tirocinanti provenienti da Facoltà universitarie il cui indirizzo di studi sia coerente con la missione e la natura del Museo. 

In order to fully carry out its functions, the Museum may also make use of young people from the National Voluntary Service and/or interns and trainees from university faculties whose studies are consistent with the Museum's mission and nature.

Art. 5 Scientific Director of the Museum

The Scientific Director of the Museum must be a suitable professional figure, in relation to the museum standards prescribed by the regional regulations in force. This figure can also be identified in people without a specific academic qualification in museum disciplines, but who have a degree in the humanities or who, even if not graduated, have in their curriculum the certified indication of having directed or managed institutions with museum character.  

The Scientific Director receives the premises, the works, the furnishings, the equipment and the relative inventories; on leaving the office, the Director delivers everything entrusted to him/her.

The Scientific Director is responsible for the overall management of the Museum. In particular, he carries out the following tasks:

  • It contributes to the definition of the cultural and institutional project of the Museum in function of its educational and tourist-cultural usability;.
  • It prepares the planning documents and the final reports, to be submitted to the approval of the owner;
  • It sees to the realization of the initiatives planned for the valorization of the collections;
  • Coordinates the monitoring and evaluation of activities and services, with particular reference to data on visitor attendance;
  • t organizes, regulates and controls services to the public, in accordance with regional directives and the quality standards set by the Service Charter;
  • Provides training for human resources in order to adequately cover all key roles in accordance with museum standards;
  • It identifies strategies for finding the necessary economic resources;
  • Coordina le attività di informazione, di promozione e di comunicazione al pubblico;
  • It coordinates the activities of information, promotion and communication to the public;
  • Coordinates the interventions necessary to ensure the adequacy of environments, structures and facilities;
  • It oversees the conservation, ordering, display and study of the collections, as well as didactic and educational activities, coordinating the work of those assigned to these functions;
  • Ensures the maintenance and updating of inventories and cataloguing;
  • It oversees the scientific management of the Museum and the formation of research and study plans;
  • Cura i rapporti con Soprintendenze, Istituto dei Beni Artistici Culturali e Naturali della Regione Toscana, Regione , Provincia, Circondario, e tutti gli altri Enti (nazionali ed esteri, pubblici e privati)i;
  • Regulates consultation of artistic materials and authorizes access to deposits;
  • It issues permits for studies and reproductions, according to the regulations in force;
  • It takes care of the predisposition of "didactic laboratories" inside the museum structure, functional to a wider and qualified fruition of the exposed works.

The Scientific Director may delegate part of these tasks to others with the necessary professional skills.

For the modalities of appointment and revocation of the Scientific Director, reference is made to the provisions of the regulations in force in the field of private professional contracts.

Art. 6 - Supervision, custody and reception

In order to guarantee an efficient service with regard to visitor reception, surveillance and custody of the exhibition and conservation areas and of the Museum's pertinent areas, these tasks may be carried out by personnel specifically hired by or referring to the owner of the Museum, otherwise they may be attributed to the managing entity.

In particular, the following services shall be guaranteed:

  • The opening and closing of the Museum and its relevant facilities in compliance with the regulations;
  • The supervision of the museum's environments and heritage;
  • reporting any environmental changes and the state of conservation of the works;
  • Collaboration in the correct positioning of the information, support and protection structures for the works, taking care of their periodic maintenance;
  • the care and proper functioning of audiovisual devices and systems;
  • the control of technical interventions entrusted externally with regard to the maintenance of electrical, thermo-hydraulic and telephone systems, and to gardening and waste management activities;
  • the control and communication to the Scientific Director of any malfunctions in the security, anti-intrusion, fire prevention, and environmental microclimatic monitoring devices;
  • care and cleaning of the premises, materials and furnishings in use;
  • the routine cleaning of the works on display on the basis of the instructions and plans provided by the Museum Director;
  • ensuring the correct and orderly storage of works in the Museum's warehouses;
  •  the care and internal handling of works and materials;
  • Ensuring, in case of an emergency situation, the first interventions and notifying the Scientific Director and, if necessary, the competent authorities and institutions;
  • Ensuring compliance with Museum regulations and security provisions;
  • Welcoming visitors, regulating their access to the rooms to ensure the best possible use of the museum's holdings;
  • Interpreting the information needs of the various user groups;
  • Providing essential information about the museum's itineraries, works, services and activities;
  • Acting as a liaison between the public and Museum officials for more specific information;
  • Assist the Scientific Director in controlling and monitoring the quality of services offered to the public;
  • Coadiuvare il Direttore scientifico nel controllo e nel monitoraggio della qualità dei servizi offerti al pubblico;
  • Carrying out the operations of issuing entrance tickets, distributing information materials available in the Museum bookshop.
  • Control the devices set up for visits by protected social categories (the elderly, the handicapped)

Art. 7 Heritage and collection of the museum

The Historical, Artistic and Archaeological Heritage consists of what is contained in the specific annexes

Art. 8 Public services

The Museum guarantees services to the public, understood as the set of conditions and opportunities offered for access to the exhibition rooms and to the educational laboratories in accordance with the quality standards established by the Region of Tuscany.

The Museum is obliged to guarantee access to the collections and to the public services listed below to all categories of users, removing any possible impediments:

Opening to the public of the exhibition spaces in the manner provided for by the standards and quality objectives for museums of the Region of Tuscany, with the possibility also of booking visits for groups possibly outside the regular opening hours. .......... establishes the amount of any entrance fees and the types of visitors who will be able to take advantage of exemptions or reductions;

  • Communication about the works on display through specific aids to the visit (plan with the numbering or naming of the rooms, clear indication of the paths in each environment, signaling of services, descriptive panels and captions for the presentation of individual works),
  • Guided tours, also in collaboration with local cultural associations;
  • Didactic and educational services for schools and adults;
  • Organization of temporary exhibitions aimed at enhancing the value of the works and the site of relevance;
  • Programming of cultural events, also in collaboration with other local cultural institutions;
  • Creation of publications on the assets and on the historical and territorial context of reference;
  • Facilitation of policies to promote tourism in the area.

Art. 9 - Service Charter

The Museum's activities must be carried out according to criteria of quality, simplification of procedures, and information to users.

The Scientific Director of the Museum is responsible for drawing up the Service Charter which identifies, within the context of the museum's aims and the provisions of these regulations, the specific services provided with an indication of the standards expected and the methods for protecting the rights of users. v

The adoption of the Service Charter will also include the conditions for the provision and use of services related to

  • Viewing of works and access to repositories;
  • Issue of authorizations for the publication of works;
  • Sale of photographs, catalogs and posters, gadgets;
  • Assistance to scholars and consultation of the Pinacoteca's internal library;
  • Ways and forms available to the public to forward suggestions and observations on the service or to report any inefficiencies.

In addition, the Museum, in collaboration with the relevant bodies of the Region of Tuscany, promotes appropriate research to :

  • Acquire information on user satisfaction with the services offered (complaints; questionnaires, also online), with reference to compliance with established quality standards;
  • Refine the instruments for evaluating public attendance;
  • The Service Charter, also translated into the most widely spoken languages, will be made public through posters inside the Museum, remote access systems (website, etc.) and through distribution to anyone who requests a copy.

Art. 10 - Final rules

For anything not expressly provided for in these Regulations, reference is made to the laws governing the matter at regional and national level.
